Mills Memorial Hospital supports Terrace and the surrounding area, as well as the Haida Gwaii, Stuart Lake, and Dease Lake communities. Once complete, this $623-million redevelopment will increase the number of hospital beds available, integrate the hospital’s trauma, orthopedic, pathology, radiology, clinical, and pharmacy services, and upgrade existing mental health facilities to address current and future patient care needs for this population.
The project scope includes construction of a new 356,500 square-foot acute care hospital on the site of the existing hospital. The five-storey building will be more than twice the size of the old facility, with 78-beds, private rooms, and a dedicated neonatal intensive care unit. The existing Seven Sisters regional mental health residence will be replaced with a single-storey wood-frame 25-bed facility, and the existing Sleeping Beauty Medical Clinic will be demolished.

Acutely sustainable care.
The project’s design utilizes modern energy savings strategies to target LEED Gold certification, so energy efficient mechanical and electrical systems were prioritized in the new hospital building.
The ventilation system comprises six air-handling units (AHUs) that provide 100 per cent outdoor air to the hospital. Each AHU has supply and exhaust fans, heating and cooling coils, a humidification grid, MERV-8 pre-filters, MERV-15 final filters, and a carbon filter rack for optimal air quality. Enthalpy recovery wheels in each AHU help to maximize humidity recovery and minimize steam boiler use. The AHUs are connected to provide 100 per cent redundancy for Type one spaces(operating rooms, PACU, minor surgical procedure rooms, ICU, morgue, etc.) and 50 per cent redundancy for Type two and three spaces (patient rooms, diagnostic imaging, emergency, administration areas, etc.) in the event of a unit failure.
Recovery systems allow heat and moisture to be recovered from waste air streams (such as sanitary and general exhaust), reducing building cooling, heating, and humidification requirements. Two heat recovery chillers supplement the heating system by recovering heat from the constant cooling loads and the excess heat recovered by the AHU enthalpy wheels.
In addition, a low-voltage lighting control system reduces lighting power density to 20 per cent below ASHRAE 90.1 2016 levels.
Phased for success.
The Mills Memorial Redevelopment will transform the existing site into an acute care hospital and integrated services facility. This will also be used as a training site for medical students in the Northern Medical Program. As a result, the project team is coordinating many moving parts, including constructing new facilities in addition to replacing older infrastructure and systems, and maintaining utility services for the existing Seven Sisters mental health facility during construction of the new building.
